A bar in Sheffield's city centre, One Four One on West Street, has been granted permission to remain open until 4AM daily. This decision comes despite noise complaints from a local resident. Sheffield City Council's licensing sub-committee made the ruling on 17th June 2024 after a hearing that included arguments from both the bar's solicitor and the objecting resident.
The resident, who lives in the West One apartment complex on Devonshire Green, raised concerns about noise but could not attend the hearing in person due to being on holiday. Instead, his written submission was reviewed by the committee. In his statement, he mentioned his ongoing efforts to gather evidence of noise issues and described previous attempts to address these concerns directly with the bar's staff, which he found unproductive.
The resident's primary complaints were failure of the bar staff to close doors to prevent music from escaping, perceived defensiveness and lack of acknowledgement from the bar's management regarding noise issues, and unresolved questions about the soundproofing measures and approved sound levels from the council's Environmental Protection Service (EPS).
Representing One Four One, solicitor Patrick Robson successfully argued that the bar is well-managed and equipped to handle noise concerns. He detailed several measures the bar has implemented to mitigate noise, including installation of extensive soundproofing and a soundproofed entrance lobby, use of triple-glazed windows, implementation of an automatic noise limiter for the music, and regular hourly noise readings conducted by the bar’s management.
Robson also noted that the bar owner, Elton Sula, who took over in 2018, also owns three flats above the bar, one of which houses the general manager and his family. He emphasised that the manager would not subject his own children to an environment that was excessively noisy, implying confidence in the venue's sound control measures.
The decision to extend the bar's hours was driven by customer demand. Robson highlighted that One Four One is predominantly open from Thursday to Saturday, with a DJ playing until the current closing time of 3AM. The new licence includes a condition agreed upon with South Yorkshire Police that no new customers will be admitted after 3AM, aiming to manage late-night disturbances more effectively.
In addressing the resident's concerns, Robson pointed out that the West One apartments are at least 130 meters away from the bar. He also emphasised that there is only one entrance to the bar, located at the corner of West Street and Eldon Street, and that any potential disturbances from departing customers are controlled by a team of six door staff.
Despite the objections raised by the West One resident, Sheffield City Council's licensing sub-committee determined that One Four One bar had sufficient measures in place to mitigate noise and manage its operations responsibly. As a result, the bar has been granted permission to extend its operating hours to 4AM, aiming to balance the needs of its patrons with the concerns of local residents.
